There is no Perl/Tk for Mac OS, so of course there's no central place.

Check the archives of this list for details on some workarounds. 
This has been discussed several times in the past.  Right now, if you 
want Perl/Tk to work on your Mac you need to change operating 
systems.  Since X is available for Darwin, in a couple of months 
Perl/Tk might be possible on Mac OS X.
