It's not the URL, but the method. The list here really can't instruct you on HTTP and HTML. I assume you are using LWP--there is an LWP list that can help with LWP specific questions. Performing GET and POST requests using LWP is fairly straightforward. Your best bet when starting out is probably to use LWP::Simple. Review the pod for more info.
