Yes, it should be.  All the tools to build MacPerl, and extensions for it,
are freely available, and the build instructions on http://dev.macperl.org/
say how to do it, and where everything is (and Thomas Wegner's XS tutorial
gives the rest of the information you should need for XS stuff).
