port info openssl shows 0.9.8k as the current version on the MacPorts server. That is what would have downloaded ....

Right. The epoch was set so that 1.0.9.8k is greater than 0.1.0.0- beta1 (the first digit being the epoch value):

name                    openssl
version                 0.9.8k
epoch                   1
