Yes, though it will also rebuild everything on which openssl depends.
Add -n to skip processing those.
Isn't '-vfRn' just the same as '-v' then?
-n don't follow dependencies in upgrade (only for upgrading)
-R also upgrade dependents (only for upgrading)
