I'd say it's actually {GPL-2 GPL-3} at present:
# This program is free software; you can redistribute it and/or
# modify it under the terms of the GNU General Public License as

# accepted by the membership of KDE e.V. (or its successor approved

Obviously there is no possible difference until there's a GPL-4, but at
that point GPL-2+ would be incorrect if KDE e.V. does not accept the new
version.
{GPL-2+ GPL-3+} is redundant in any case since it's exactly equivalent
to GPL-2+.
