For what it’s worth, I have a PHP 8.3-only PR that’s been awaiting review for 
about a week now:

The Port Update Policies [1] seem to suggest that any committer can merge the 
PR now that it has maintainer-timed-out, but I can’t seem to get anyone to take 
look.
