Unfortunately, this suggestion did not work:

        [idsl210:/opt/local]$ sudo port -f activate emacs
        Password:
        --->  Activating emacs
        Error: port activate failed: File exists

try adding -dv to your arguments to see what is going on...

port -dv activate emacs
