sync will get updated port information (and is done when you do selfupdate), but doesn't update the base MacPorts code when things are updated there. For cdrtools, a sync should have been sufficient, but it sounds like there may have been an issue with the rsync server recently, so trying again should see cdrtools as upgraded.
