It's CPAN integration with BSD ports. Installing a port with a particular
naming pattern, if there is no Makefile for it, causes it to be installed
via CPAN and registered as a package. There are some limitations (last time
I used it it didn't pay any attention to module upgrades on CPAN, but it's
been a while) but on the whole it's fairly seamless.
