Does the following work if you run rsync from the command line?

> rsync rsync://rsync.macports.org/release/

Our sysadmin is happily blocking the port for rsync in the firewall
(being convinced that opening it would decrease the integrity of the
network). Maybe you have rsync blocked as well.
