Well no, when we are preparing to release 2.5.0, we will first copy master to a 2.5 branch, then spend a week or three releasing release candidates from the 2.5 branch and fixing issues on the 2.5 branch and master, and finally, the 2.5.0 release will be made from the 2.5 branch.
