Chris,
there is no way I can update to xcode11.1 (I always get an error from
apple store at the end: could not be installed).
Anyway, I repeated the whole process from the macports migration page
and now compiler works well. For sure I missed
something during the first installation.

yes, as it only has the 10.15 SDK, different to the 10.14 one Xcode 10
has, which the buildbots use.

Once Xcode is updated to 11.1 please also run
xcode-select --install
to make sure the CLT's are updated as well.
Then, you should check that
xcrun --show-sdk-path
gives a valid 10.15 SDK path.
