You can run a 32 bit userland on a 64-bit kernel if you want to. But
the kernel being 64 bit isn't only a memory-size thing, the
instruction set isn't the same for example. I don't have neither
numbers nor 64bits H/W to test, but I guess there are performace
benefits in using the processor's native instruction set.

BTW, are you using elilo or the BIOS emulation? There's currently no
support for booting x86_64 kernels from EFI. But I'm quite sure it's
not safe  to boot a 32bit kernel on 64bits H/W in EFI mode (see lkml
http://lkml.org/lkml/2007/2/1/335 ).
