This is not entirely right.
If you start it via the BIOS emulation, there is an VGA BIOS.

I think the problem is, that this particular BIOS is missing some of the
powerplay features, which are needed by aticonfig. Maybe ATI can help, but
I think only Apple can fix this...
Another solution would be, that we access the device directly and set the
power level, but this an do only ATI, because they are not releasing their
specs...
