Hi Mike,

I don't run VMWare Fusion, so this suggestion is only made based on  
what I've read.  First, your attached device can only be connected  
either to the Mac or to the Windows side.  If it's seen on the Mac  
side you won't be able to use it in the Windows VM.  You need to make  
sure that it's not being captured by an application on the Mac side.   
You might want to make sure the device is off when you plug it into  
USB.  Secondly, as well as enabling USB 2.0 device support there may  
be another option like Automatically Connect USB device. If automatic  
connection doesn't work, try starting again and looking for a Fusion  
menu: Virtual Machine > USB > Connect.

I'm not sure any of this will help, since I'm not a user, but this may  
give you something to try.
