XCode is a graphical integrated development environment for developing native Mac OS10 Cocoa applications and has nothing to do with X11. It is some what accessible with vo. The tools are developed by the Gnu project and are unix-based. They are not specific to Linux. They can be run either from the ide, or directly from the command line so accessibility with vo isn't an issue.
