It works fine for me when VoiceOver is not running.  When it is, you just have 
to hit VO-Tab first to let the command pass through.

I have noticed a problem for me since I upgraded to SL.  Maybe someone here has 
a fix.  I used to be able to use command plus option plus control plus 8 to 
switch between white on black and black on white.  Now I cannot get that 
keyboard shortcut to do a thing.  I really can't see much but it's much easier 
on the eyes to have it on white on black for me even though I'm not reading the 
screen.  However, I often need to switch it back to black on white and I can no 
longer easily do this on the fly.
