Yes, it seems to go away when I move VO focus away from it. I wonder if this is 
a specific VO feature? It's interesting that sometimes when I use 
vO-shift-space to activate the Dropbox window, VO announces: "interacting with 
tray popup". This is a special interface, and most likely has been made 
specifically accessible in this case.
