Existing ones won't confert back, the option is only as you type them. Write a 
line with quotes included, being sure that the Smart Quotes setting is off (I 
don't know if it is a per-document setting or not) and see what happens then. 
Also give the pronunciation dictionary trick a shot, as other people will 
probably use smart quotes so you may never be rid of them entirely.
