The answer is no. PDFPen and PDF Pro are as yet not good applications for reading PDFs. Their main function at this point is for filling in interactive PDF forms. They do not allow you to navigate by heading, list, paragraph etcetera. They do not even allow you to navigate by line. The only way to read a page is all at once, word by word or character by character. As I said, the only thing I use them for at the moment is filling in interactive PDF forms.
