Yes, the same thing happens if you have a text message that you have to send to activate an app. An example of this is the Verizon account verification for NFL Mobile. I had trouble tapping the send button once voiceover was turned off, so I actually double-tapped and held with one hand, turned off voiceover, and tapped the button. But this should not be at all necessary!
