If it takes a long time, you may want to repair permissions more than once. And
if it gives you an error or still is sluggish after repairing permissions,
maybe do it from another drive or from within your recovery partition. I didn't
go that far but I did repair permissions two or three times and now my only
real problem is that sometimes I lose speech and/or arrowing usually in mail.
Certainly your old mac mini could be the problem but given that lots of people
are having sluggishness issues I wouldn't make that decision too quickly. Also,
are you using a monitor? If so, make sure it is connected and working.

I tried and tried to turn over a new leaf.
I got crumpled wads of tear-stained paper
thrown in the trash!
Then God gave me a new heart and life:
His joy for my despairing tears!
And now, every day:
"This I call to mind,
and therefore I have hope:
The steadfast love of the Lord
never ceases;
his mercies never come to an end;
they are new every morning;
great is your faithfulness."
(Lamentations 3:21-23 ESV)
