Here’s a quick explanation of tracking changes with VoiceOver.

Turn on Track Changes in the Edit menu.
A Change tracking and annotations toolbar will appear.
This contains the Previous and Next buttons and tells you how many changes have 
been made.
In this toolbar, you can accept or reject changes and see who made each change.
Cmd-Option-k takes you to the next change and highlights it. Normally, the VO 
cursor will land in the Change tracking and annotations popover, but if not, 
VO-Shift-j will take you there. The popover behaves like the toolbar.
Cmd-Option-a accepts a change and Cmd-Option-r rejects it.
