Have you got your mouse cursor tracking your VO cursor by any chance? If you do, this might be the reason. Do some experimentation with the cursors tracking or not tracking to see wehther you get a more reliable expereinces.
As for the second question, I have never been able to drag and drop with vo successfully. I'm afraid I've just given up on that. But others on the list have been more persistent and able than I have.
