Hi, Not exactly. If those 400,000 songs are all non-purchased songs, then only 25,000 can be uploaded and matched with your subscription. That size of library does not work in the current iTunes Match scenario. There are probably ways you could manipulate things so that you were able to get the iTunes matched higher quality songs downloaded to your computer, but not all simultaneously.
