It is pretty straightforward.
Bring up VO Utility with VO F8.
Interact with the Utility Table and navigate down to commanders.
Navigate across to the commander you want to set up, either keyboard or
numpad commander.
In keyboard commander you generally use the right option key. In numpad
commander there are more modifier options.
Assuming you are in keyboard commander you will normally leave the
default right option modifier set.
Essentially in both sections you will then have the option to hit an add
button. type in the keyboard letter or number you want to assign to a
command. Navigate to the menu pop up button and select from a tree view
the Voiceover command you want to assign to that key. In this case you
will find the relevant commands under the tree view of navigation. Press
enter on move to beginning and you should have set your first key commander.
