Open System Preferences and choose the Users and Groups button. Just past the 
toolbar is a list of users; down arrow on that list until you hear "Login 
Options". VO-right until you find the "Use VoiceOver on the logon screen" and 
check it (you may have to activate the "Lock" button at the end of the window 
first).

I doubt it, but given that your machine is still new, it's worth heading to an 
Apple Store to get it checked out. I've never noticed this problem, and I can't 
think of anything that would cause it. Unless your hands are covering the 
speakers somehow? They are near the keyboard on some models.
