Open System Preferences and choose the Users and Groups button. Just past the toolbar is a list of users; down arrow on that list until you hear "Login Options". VO-right until you find the "Use VoiceOver on the logon screen" and check it (you may have to activate the "Lock" button at the end of the window first).

I've never noticed this problem, and I can't think of anything that would cause it. Unless your hands are covering the speakers somehow?
