Hi,

It sounds like the problem resides on the iDevice.  Something there isn’t 
allowing proper syncing of your iTunes Match data.  I suggest you go into 
Settings then either Music or iTunes & App Store and turn off your iTunes Match 
service.  Then connect your iDevice to your Mac with the USB cable, select the 
iDevice from within iTunes,  and go into the Music portion of these settings.  
Tell it not to sync any music and apply those changes.  This should clear music 
that is left on the iDevice and because you’ve turned off iTunes Match on the 
iDevice, the Music Library database on the iDevice is rebuilt.  Confirm by 
going into the Music app on your iDevice and notice that all, or almost all, of 
the music will no longer be on the iDevice.  You should now be able to go back 
on your iDevice and turn the iTunes Match service back on.  Also make sure the 
“Show All Music” item is turned on.  If this item is not on, then music and 
such that is only up in the Cloud is not seen on the iDevice.  Once both of 
these are enabled, go into the Music app on your iDevice and let it do all its 
reconfiguring  as it pulls down the iTunes Match playlists and such.  This may 
take a few minutes.  If you wish for any specific playlists to have their music 
stored locally on the iDevice, go into that playlist on your iDevice and 
double-tap the Download button near the top of the playlist right after the 
Download All button.  Those music titles will then be available to you even 
when you’re not connected to WiFi or cell data.

Now, after all this, if the playlist still doesn’t show up, then it likely 
means that you may need to try and update Match on your Mac as things there may 
not be properly being sent up to the Match servers.

OK, sorry for the rant.  Does anyone know if there is a way to force a playlist 
to copy to your phone? The only thing I have left that I can think of is to 
completely delete the playlist and then re-create it and hope the new playlist 
will sync.
