I am currently developing my first app using Phonegap/Cordova. Basically, you develop an HTML5 web page using HTML5, CSS and Javascript and then phone gap will turn it into a native app by wrapping your code in a web browser container.
You would probably then create a web service on your server to connect to a database and pass the information back and forth. Phonegap/Cordova is very well documented and used, so you should be able to find anything you need on the internet.
