Hi Phil. You can triple click the home button to start Voiceover during setup. 
But that shouldn't be necessary to reset your phone. As a matter of fact, what 
Apple Accessibility told you to do is wrong. The enhanced quality voice for 
Siri won't download if you're not plugged in to a power source and connected to 
wifi. Once those two steps are done, the voice should download. HTH.
