I had taken those steps of connecting to power and Wi-Fi, and still Siri was 
stubbornly sticking with the compact voice. That is why I contacted Apple 
Accessibility and started the case ticket. I managed to force Siri to upgrade 
to the enhance quality by doing the following:
One, I switched from Englishto another language temporarily. And then back 
again to English.
Two I then did the connect the power and Wi-Fi trick and that forced Siri to 
download the enhanced English quality voice. For some reason it seems to of 
been stuck and changing languages and then back again forced the download.
For the other Lister who was asking about advanced settings for Siri, it should 
be noted that there are no settings per se. Just the act of connecting to power 
and Wi-Fi Siri will then bring down the enhanced quality voice for the selected 
language.
