Oh, yeah, if you're trying to play from the mac to your phone, that's definitely not possible that I know of. Airfoil might! be able to do it, but I really doubt it. I think that's only for audio, not picture.

I have enabled AirPlay in system preferences. Airplay only works when connecting to an Apple TV. Not from iMac to iPhone.
