Hey everyone, thanks for your replies with solving this issue, going to
the menu bar of safari and then leaving it and going back to the web
page does solve it for me. I'm thinking this is more of a voiceover bug
than safari, a sighted person told me that when voiceover is stuck in
this menu, when you press the tab key, the focus oes continue to move
through the web page, but voiceover does not say anything until you
enter and exit the safari menu bar, it then says busy for a moment
before recovering. Hopefully this is something apple will fix in a
system update.
