As far as the App Store goes I know the first time you purchase something after a restart of the phone you are prompted for your password. Once you have input the password one time, you will then be prompted to use the touch-ID for further purchases. Note that if you make a 2nd purchase within a short amount of time you will not be prompted for either. I hope this helps, and is somewhat clear.
