Actually, I'm not sure if this would be a bugt or not. With the very little vision that I have, I can tell you that Voiceover is reporting correctly. Often times, I am finding that the page literally isn't loading, so even if you weren't using Voiceover, this still would be an issue.

Restarting  VO seems to alleviate this somewhat.
