Well, there is always Kik, although its groups can only hold up to 50 people 
per group, so most of the time you'll find that people make group, group1, 
group2, to hold all the members, which results in fragmenttion. There is Skype, 
which is okay if you have contacts that make big 90+ member groups, but that 
gets annoying and is more like being in the Borg collective than a one-on-one 
meeting. There is also MeetMe, but is is more of a dating app nowadays, and 
hasn't, and probably won't, gain traction among blind people, and isn't 
perfectly accessible either, but is good for meeting local people, or just 
chatting with them.
There are plenty of email lists, also, that are for meeting others or chatting 
Blind PenPals is probably the biggest one, although they have a very active 
Facebook app, too active for me.
All in all, I'd love to see an app for meeting and talking to people, but most 
of the apps for doing this are usually just dating apps, or if not, they're 
used by young teens as such. So, email lists are the best way for blind people, 
in my opinion, although I don't really see this happening much, and it may be 
against list rules or general eddiquette, you could double tap on the person's 
name near the top of the message screen, and it'll give you ways of contacting 
them off list. Sorry, not sure how to do this on Windows computers though.
