Your call. I assume you are familiar with both, given that you've had a Mac for two years but still know Windows. Macs are more expensive, but, well, they're Macs, with all the advantages that includes. Do you have specific questions about one platform or the other which you aren't sure about but would help your decision?
As Jonathan said, too, a 2013 machine is pretty new. I'm on a 2012 Air, and about to bring my 2011 Mini back to life, and both work fine. If you have a mechanical drive in that Mac, that might explain a lot. Consider buying a solid state drive upgrade for your existing machine, instead of a whole new laptop.
