Naturally OS X. A version does exist for iOS, although it requires a jailbreak 
as far as I know.

You can find the screen reader service for Kodi here:
http://ruuk.github.io/service.xbmc.tts/
Just follow the instructions after installing Kodi and it should speak upon 
launch. You will probably have to launch Kodi first, then quit it again, then 
install the service via the method described in the link above. You can install 
it from within Kodi, but you can't do that accessibly, so copying files is the 
easiest method. As I mentioned, though, Kodi isn't the easiest thing to use 
with the current screen reader service, especially when it comes to reviewing 
items it interrupts.
