Hello Jeff, I, for one, am absolutely delighted with El Capitan. I cannot reproduce many of the bugs that some have mentioned. This may be, in part, because of the differences in the way people interact with the OS and/or applications.
For instance, I think the Mail application is better than ever but, I use the mail application in standard/default view, complete with the preview pane, as opposed to Classic view. I think it comes down to how and what applications are most important to the user. For me, the most important application is OS X Mail. So, for me, as long as that one works as expected, then I can deal with all the rest. Having said that, I am finding El Capitan to be a remarkably stable and accessible compliment to iOS 9.x in virtually every regard. Consider this: If you were going to buy a new Mac, today, it would ship with El Capitan. Now, would that fact prevent you from buying the Mac? because of the reputed bugs? I don't think I've ever heard of a VoiceOver user returning a recently purchased Mac because of accessibility bugs. Just something to consider.
