It is interesting that others are not seeing the Safari and VoiceOver looping 
problem I reported earlier today.  

I suspect that the problem is related to my iMac being configured with multiple 
spaces. I somehow accidentally created these multiple spaces in an earlier Mac 
OS release and would really like to get rid of them. Alas the help for deleting 
a space assumes you can use a mouse. Does anyone know how to reset spaces and 
expose windows back to the default El Capitan configuration using VoiceOver? 
Presumably the default for a clean El Capitan install is a single space. 

I suspect the VoiceOver and Safari looping problem relates to multiple spaces 
as spaces have changed in el Capitan.
