Yes.
You can press command+f5 at the login screen to start VoiceOver.
Additionally, once logged in, you can enable speech on this screen in the 
future:
Press CTRL+option+m to bring up the menu bar.
Down arrow until you reach system preferences, and then press enter.
When system preferences opens, interact with the preference panes scroll area, 
then type “user”.
Press VO+space to click the button.
Interact with the users, groups and login options list.
VO+right until you land on the login options group, then stop interacting.
Click the button labeled "Click the lock to make changes.” and enter your 
password.
If you authenticate successfully, you will hear the sound of a lock opening.
Navigate to the checkbox labeled “Use VoiceOver in the login window” and press 
VO+space to check it.
There are other options in here you may want to customize, for example I use a 
name/password prompt on the login screen instead of the user selector.
If you need special input methods for login (i.e. alternative keyboard layouts 
or accented etc characters in foreign language passwords), you can enable that 
as well from here.
Press CMD+q to quit system preferences.
