I know with any of the macs I use VO starts up automatically when I either restart or shutdown and restart the machine.
There is an option under users and groups with system preferences that will allow you to start it up but you shouldn’t need it. I can get sighted assistance to get past this and get it talking to go in and uncheck the box to ask for password on startup.
