Don’t use iOS, or install Outlook for iOS. iOS Mail keeps displaying that message for perfectly valid messages (“This message has no content”). Of course, fewer senders of HTML mail would probably help.
Now, to your question. You can’t multiplex Wi-Fi, so you’ll have to use PAN, which generally performs worse but looks to be your only option. Pair your Mac and Windows machines together, and add the Bluetooth PAN service in Network in System Preferences. This ought to be sufficient to bring up an unconfigured link between your machines. Then go to Sharing, and turn on Internet Sharing, and set the interfaces accordingly, to share over PAN and to share your Wi-Fi. The Mac will then do the NAT+DHCP thing, running a DHCP server which Windows can hopefully pick out on if you locate the object in the “Network and Sharing Centre”. As I don’t have a modern Windows running in a VM I can’t test this process out, but I’m fairly sure I’ve missed a trick somewhere. It’s up to you to find out what it is. :) -- The following information is important for all members of the Mac Visionaries list.
