Interesting, I had a friend ask me about this issue when they started running el capitan 10.11.3 beta, Sounds like it wasn't fixed before going to production.

I did a clean install of El Capitan 10.11.3 from Yosemite last weekend. I then did a restore from Time Machine but later found out the last backup was over a month old. So I selectively restored from Carbon Copy Cloner the 3rd party apps which I had updated just prior to the install. And the iTunes library. The issue comes up when I open the App Store. Voiceover does not finish speaking the fact, it acts as if something has taken its focus. I have to do a VO+f1+f1 and choose App Store to regain focus. This happens after a start up or restart, nothing else is running that I know of. Everything else that I have opened works fine. Any ideas? Thanks. From E.T.'s Keyboard...
