I think (hope!) it suffices just to not install recommended updates, or turn 
off automatic download of all updates completely.  Of course if you opt out of 
recommended updates you’ll now have to come back every so often and check for 
updates in the recommended updates list that you actually want.  The critical 
thing is that if Windows 10 was checked in the list of recommended updates, 
sooner or later it will download and deploy.  You will still have one last 
chance to refuse, but it will suck up some bandwidth in the download.  The 
update mechanism itself is responsible for the download; it’s part of Windows 
Update itself.  Hence, your Windows Update settings are ultimately responsible 
for deciding whether or not the installation is kicked off, and from what I’ve 
read just turning off automatic installation of any recommended updates should 
do that.

I’d leave Microsoft Update enabled.  It lets you get updates for other 
Microsoft stuff besides Windows, for example Office, which you probably do want.

In case of doubt—and there’s a lot of that around, from what I’ve read—I’d look 
into a tool like GWX Control Panel.  This tool knows all the different stages 
of the process, and can halt it, install the necessary registry changes, delete 
the downloaded data, etc.  So, give that a try.  So far, I’ve got lucky and 
managed to remove all the updates that were responsible, but it’s a pain, as MS 
keep moving the target.  I also nuked all the telemetry stuff, as that’s also 
updata non grata for me.

Ah yes, Wi-Fi Sense.  Good stuff.  No, thank you.  It is not on by default, but 
since I don’t want random people having my network’s password, I’m going to 
spend some time setting up RADIUS, which I really should have done already by 
now. :)
