Yes. When iPad first appeared with VoiceOver, pressing a button on the left side of Settings would jump you to the first focusable item on the right side; for example, pressing General would jump you to About, after a short click. I know that is what I saw, back then. I had to use my mother’s iPad today, and sure enough, it utterly doesn’t work now. Which is a shame. :(
