 Yes I have keychain turned on on all my devices, and no personal hotspot is 
only enabled when I need it and that's only on my mobile. In this case it 
wasn't on.


Bt I'm about to trial this again by changing my SSID name and the password 
again and see what happens  but it wasn't working the same way on my iPod 16gb 
when I updated it earlier today.
I'll check it again and let the list know, but It has me stumped

Are you sure you haven’t just got iCloud Keychain turned on everywhere?  That 
has synced Wi-Fi passwords since forever now.  And if you also had iPhone 
hotspot turned on, your other devices would still be able to get the 
connectivity needed to update themselves with your new password, as long as 
they were configured with the hotspot or were using handoff to join to it.

I am unaware of any new behaviour in iOS 9 in this regard.  If you know about 
it, please do share.
