No big problems with El Capitan here. Restart voice over occasionally. Normal 
vo comands in Safari. Have not learned hot spot. vo-i is often used in Safari. 
Sometimes i get busy in apps and Safari, but not often. Late 2012 iMac.

Its easy to use Time Machine backup. At least with Time Capsule backup. Make an 
El Capitan backup after clean install and tweaking voice over and apps before 
you get creative so you have one backup to clean the table.
