This is basically a transformer. Those little wall warts you use power up low voltage devices like radios, phones, CD players usually run on just a few volts (5 to 12), just like batteries. The power coming out of your outlet is usually 120 volts (US) or 220 (Europe). Years ago somebody figured out that you could have a chunk of steel shaped like a square doughnut. You could then wind wire around the left side of of the square and another around the right side of the square. The ratio of turns of wire would change the voltage appearing on one side or the other. So a transformer with 200 turns on the left (the primary) and 20 turns on the right (the secondary) would drop the voltage by about 90% making your 120 volt input become a 12 volt output (a step-down transformer). Of course the things are highly inefficient and turned a good bit of the power into heat, but it works. Another downside is moving the two coils away from each other drastically reduces how much you get out of the secondary. Sooo, this is a long way of saying the phone charging mats and such are basically setting up your phone as the secondary on a standard transformer. What they've struggled with is to make it efficient, light weight and functional with wide separation between the primary and secondary, all things that normal transformers are not. Coming up with an agreed upon standard has also been long in coming. I'm sure they also had to overcome all that magnetic razzle dazzle causing the phone electronics to misbehave.
